I guess so :S could be just specific servers too, each client has it's own item_proto where the item names are kept in each server's language and also where the bonuses are set on the items. So it's possible they copied another client and changed the item names but don't use the same database. Maybe other things in the server were different or changed to make up for something else :S?
In every server I played, official and private, it was possible to have more than 100 MR. And that included a local server I created and which had the itens correctly done.
If INT reduced damage from magic skills in a %, it'd be a slight one. In some servers, I had more than 400+ INT, and still received a lot of damage. Again, it could be different values client-server wise. But the difference would have to be so big, I can't believe it works that way.
